Gerald E. Lang, Ph.D., Provost and Vice President for Academic Affairs and Research

Gerald LangThe Provost has responsibility for leadership, management, and policy development for all academic, research, and public service programs, including the WVU Libraries, the WVU Extension Service, information technology, and international programs. Prior to serving as Provost, Dr. Lang was the assistant dean for research and then dean of the Eberly College of Arts and Sciences at WVU.

Dr. Lang received his bachelor’s degree from Western Illinois University, his master’s degree from the University of Wyoming, and his doctorate from Rutgers University in 1973. He was a post-doctoral fellow at Dartmouth College. In 1976 he joined WVU as an assistant professor of biology. He was promoted to the rank of professor in 1984. His research was supported by approximately $2 million in competitively awarded grants. He has co-edited one book and published more than 50 papers.

Jennifer Fisher, Ph.D., Executive Officer for Policy Development

Jennifer FisherA life-long Morgantown resident and former WVU chief of staff, Dr. Fisher has been a familiar face in Stewart Hall since the administration of President Neil Bucklew, when she served in the Office of Administration and Finance. She moved to the president’s office a few years later, working on transition task forces in the areas of student affairs, research, public service, administrative organization, and enrollment management. She is a graduate of Leadership Monongalia and Leadership West Virginia, and served on the boards of directors of the Shack Neighborhood House, the West Virginia chapter of the American Society of Public Administration, and the Greater Morgantown Convention and Visitors Bureau. In 2000, she was a recipient of an Outstanding Partners Award from WVU Extension Service, and in 2006 the WVU Student Government Association recognized her contributions to the University with the Richard T. Feller Outstanding Alumni Award.

She holds a bachelor’s degree from West Virginia Wesleyan College and both a master’s in public administration and a Ph.D. in political science and public policy from WVU.

Craig Walker, Chief of Staff

Craig WalkerAs former vice president for finance and administration and treasurer of the WVU Foundation, Walker was responsible for all financial management functions and general administrative needs of the $950 million independent corporation that provides support to West Virginia University.

During his 12-year tenure at the Foundation, assets rose by more than $775 million, and the Foundation built One Waterfront Place, a seven-story administration building housing the Foundation and many University functions. From 1981 to 1995, he was WVU’s assistant athletic director for finance and administration.

He holds a master’s degree in sport management and a bachelor’s degree in business administration from WVU.

Narvel G. Weese Jr., Vice President for Administration and Finance

Narvel G. Weese Jr.Narvel G. Weese Jr. has worked at WVU for the past 26 years, including the past 16 in senior budgeting and finance positions. The vice president for administration and finance serves as the University’s chief financial officer and is the principal steward of the University’s resources. The administration and finance division has a staff of about 1,000, with major departments in finance, facilities and services, planning, public safety, human resources, and environmental health and safety.

He was appointed vice president in 2006. Prior to that, he was an integral part of the administration and finance team that implemented $600 million of facilities improvements, earned excellent external bond ratings, received clean audits, facilitated enrollment growth, and managed the University through several financial challenges.

He has also been an active leader in WVU’s Budget Planning Committee, Capital Planning Committee and Enrollment Management Council. He was a key architect of the financial plan to support WVU’s 2010 strategic plan.

Chris Martin, Vice President for University Advancement and Marketing

Chris MartinThe former dean of the Perley Isaac Reed School of Journalism at WVU, Chris Martin was appointed vice president for University Advancement and Marketing (then Institutional Advancement) in 2004. She oversees the University’s integrated marketing communication efforts in recruiting, development, and affinity building.

Martin joined WVU in 1990, after an eight-year career as a reporter and editor. At the School of Journalism, Martin won two Freedom Forum research awards, and co-directed the Poynter Institute’s Newswriting and Reporting Fellowships. She was named the 1998 CASE/Carnegie Foundation for the Advancement of Teachers West Virginia Professor of the Year, and won the WVU Foundation Award for Outstanding Teaching. As dean, Martin established the nation’s first online master’s program in Integrated Marketing Communications.

She earned a bachelor’s degree from California University of Pennsylvania and a master’s degree from the University of Maryland, where she is currently completing a Ph.D. in American Studies.

Alexander Macia, Vice President for Legal Affairs

Alexander MaciaAfter being elected to Phi Beta Kappa and earning a bachelor’s degree in political science and German at WVU in 1985, Macia spent a year as a Fulbright Scholar at the Universitaet Bonn, Germany. In 1991 he graduated with honors from the George Washington University School of Law.

Macia’s legal work has included representing and advising companies in diverse industries, including energy, banking and financial services, and healthcare. His primary areas of practice are general litigation, administrative and government relations law, with extensive mediation and trial practice before federal and state courts. Before joining the WVU administration, he was an attorney with Spilman, Thomas and Battle.

He served in Governor Bob Wise’s administration both as general counsel and as chief of staff, and served as the Governor’s representative on several state boards, including the Investment Management Board, Consolidated Public Retirement Board, and the West Virginia Economic Development Grant Committee. He assisted in Governor Joe Manchin’s transition.

Kenneth D. Gray, Vice President for Student Affairs

Ken GrayKen Gray joined WVU in 1997 after retiring as major general and the Assistant Judge Advocate General of the U.S. Army Judge Advocate General’s Corps.

From 1990-93, he served as commander of the U.S. Army’s legal services agency and chief judge of the U.S. Army Court of Military Review (now the U.S. Army Court of Criminal Appeals). He became the first African American general in the U.S. Army Judge Advocate General’s Corps when he was promoted to brigadier general in 1991.

Gray is a graduate of the Judge Advocate General’s School Basic and Advanced Courses located at the University of Virginia, Charlottesville, Virginia, and the Industrial College of the Armed Forces, Fort McNair, Washington, D.C. He also graduated with honors from the Command and General Staff College at Fort Leavenworth, Kansas. A native of Excelsior, West Virginia, Gray earned a bachelor’s degree in political science from West Virginia State College, and his law degree from the WVU College of Law. He is a member of the WVU Academy of Distinguished Alumni.

Fred R. Butcher, Ph.D., Interim Vice President for Health Sciences

Fred ButcherDuring his two decades on the faculty at WVU, Fred Butcher has been a teacher, a researcher, and an administrator.

Butcher earned a bachelor’s degree in microbiology and a doctoral degree in biochemistry from The Ohio State University and is recognized as a leading international expert in how hormone neurotransmitters control cell function. He joined WVU in 1978 as a professor of biochemistry and within two years was named department chair and eventually associate dean for research and graduate studies.

Butcher served as the founding director of the WVU Mary Babb Randolph Cancer Center from 1988 until 2001. In 1993, while serving as Cancer Center director, Butcher was appointed senior associate vice president for health sciences, the position he held until recently being named interim vice president for health sciences. He also served as interim executive director of the Blanchette Rockefeller Neurosciences Institute during its founding period.

Jennifer McIntosh, Executive Officer for Social Justice

Jennifer McIntoshJennifer McIntosh has served as the University’s Executive Officer in the President’s Office for Social Justice since 1999. She originally came to WVU in 1992 to direct the University’s Affirmative Action/Equal Opportunity programs.

Before coming to WVU, Ms. McIntosh served in a similar role with the University of Medicine and Dentistry of New Jersey and had previously worked as a Senior Employment Counselor for the University of Houston and as a Human Resources Development Manager at WISYNCO Group in St. Catherine, Jamaica, her homeland.

A graduate of the University of West Indies with a Bachelors Degree in Management Studies (Honors), Ms. McIntosh also holds a Masters Degree in Administration from Central Michigan University.

Bill Case, Executive Officer for Communications

Bill CaseFormerly the director of public information for the Robert C. Byrd Health Sciences Center, Case was responsible for media relations and communications for the four WVU health schools, for WVU Hospitals, and for University Health Associates. He helped develop public support for the creation of the West Virginia United Health System, and was widely known among journalists as a spokesperson for the hospital. He has been associated with WVU since 1985, with a one-year break in 2001-2002 when he served as director of communications for West Virginia Governor Bob Wise.

Prior to joining WVU, Case worked as a reporter for several daily and weekly newspapers in West Virginia, including the Charleston Gazette, the Mountain Statesman in Grafton and the Grant County Press in Petersburg.

He holds a bachelor’s degree in political science from Macalester College and a master’s in journalism from WVU.
